                        Late Billing / Early Billing

     Last time, our bills went out almost at the last day of the month.
We've had a long, um, tradition of getting our bills out late, but as of
late last year (when we switched to billing monthly instead of every two
months), one of our agenda items was to bring the billing back to the
beginning of the month instead of middle-to-late month where it was.  We
wanted to make the 3-4 week adjustment gradually over the course of this
year.

     Well, last month was a big step in the wrong direction.  Our bills
went out so late in the month that we apparently created a lot of confusion
about just what period we were covering.  It's hard for you to understand
(as with last month's bills) that we are assessing an estimated fee for the
upcoming month of April when April is already over.  We've decided that the
only practical way of moving the bills up to the beginning of each month is
to take a few larger steps -- when we take small steps, a variation of just
a few days negates a lot of progress.

     For that reason we will be moving the billing date up by about a week
each month until we are back in sync with the calendar.  This billing is
coming out about three weeks after the last one, putting us about three
weeks into the month by the time it's done.  Next month we expect to be a
week earlier, and so on.


                               Fighting SPAM

     In last month's newsletter we observed that SPAM had become so bad
that we could no longer take a completely hands-off position on it.  As we
said, while we still don't want to decide on your behalf what mail to fil-
ter, we recognize that the problem of unwanted emails is reaching the point
where we need to provide you with some ways of helping you filter email
before it reaches your mailbox.

     Judging by the feedback we received, there was a lot of agreement.
Some have suggested that this should be our number one priority.  We tend
to agree -- and may have to defer a few other things to accomodate.  Please
bear with us: this is not something that will happen overnight, but rather
in a matter of months.

paper invoicing fee by allowing us to send you your bill through email.
